The purpose of shades is more functional than decorative. They block light
and create privacy.

Drapes are usually made of much heavier fabric than curtains, and usually
have a system of pulleys to open and close them. They are an important part
of a room's decor, and are most often used on large windows.

Shutters are not very common any more. Their purpose is to protect windows
from bad weather, but have largely been replaced by storm windows. Some
people still use functional shutters, but decorative shutters which have no
function are more common.

Most US homes which have a cold winter have 2 sets of windows and 2 sets of
doors - standard windows and doors, plus an extra set of windows and doors
outside the standard windows and doors which serve to retain heat. Forty or
fifty years ago, storm windows were removed in the spring, and replaced with
screens. Modern storm windows are permanently installed, and have screens
built into them.
My home is equipped with standard windows and doors, and storm windows and
doors. In addition, we have decorative shutters, which are mounted alongside
the windows, but which serve no purpose whatsoever.
Rolling shutters are not very common in private homes n the US. Businesses
use them.
We have curtains on all windows, except the large living room window, which
is equipped with drapes.
We have shades on all windows, except in kitchen and living room.
