Interesting - my first reaction too (as a native speaker) was that 'plot'
might be used with reference to the malicious scheme of one person , though
I found on referring to the New Oxford that its definitions of both words
are more or less identical , and insist on the participation of more than
one person . Certainly the verb 'to plot' can be used as equivalent to the
verb 'to scheme' .
As you say , in general the two nouns are effectively interchangeable ,
and it would be very difficult to formulate a guideline for choosing between
them ; 'conspiracy' , I suppose , has a more formal ring , perhaps because
of its use in legal contexts (conspiracy to defraud , to commit murder
etc.). And 'plot' is short and sharp and suited to popular journalism .
'politico' ? Depends on the particular context ; for example , if we were
talking of a joint scheme by army officers to depose Mugabe we'd probably
say plot ; and if we're talking of the machinations of factions within a
political party , we'd probably say 'plots' too .
